The city of Pontiac, Michigan, has issued two requests for proposals (RFP) for the purchase and installation of LED streetlights. The RFPs were issued in two phases, one for the purchase of the LED streetlight fixtures, and one for labor and installation. The project is funded by a grant from the US Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) program. The city was initially awarded $683,800, of which a portion will be used for the LED streetlight project.
According to the bid document, the city of Pontiac will purchase and install 100 cobrahead LED streetlights and 120 decorative acorn-style LED streetlights. The bid document does not specify any manufacturers or products, but does provide photometric and performance specifications for the upcoming installation. In 2010, the city installed LED streetlight fixtures manufactured by Relume Technologies of Oxford, Michigan.
The cobrahead LED streetlights will replace existing 150 watt high pressure sodium (HPS) streetlights, and the decorative acorn-style LED fixtures will replace existing 150 watt HPS fixtures. Certain photometric criteria include a lumen efficacy of 75 lumens per watt for the cobrahead fixture, and a lumen efficacy of no less than 50 lumens per watt for the acorn fixture. Past performance and experience of the bidder supplying LED streetlights may also be taken into consideration. The city will consider retrofit kits for the acorn fixtures as an alternate. All fixtures must meet domestic content requirements.
A separate RFP for the removal of existing HPS streetlights, and installation of the LED streetlights, was issued by the city of Pontiac. The city is requiring a mandatory pre-bidders conference for the installation RFP. The meeting is scheduled for August 6, 2012.Complete bids for LED streetlights must be submitted to the city of Pontiac by Friday, August 3, 2012.
